Hi,
Have you tried the regular comparison sites to gauge prices? They should all have a section for health conditions and modifications. (If the steering gadget is fixed to the car and not easily removable then it counts as a modification for insurance purposes).
The only insurer I can think of that would specifically cater to both young drivers and disabled drivers would be Adrian Flux, so they are worth trying separately to the comparison sites.

Hi.
I'm Sara one of the CP specialists here at Scope. I have right-sided hemiplegia but unfortunately don't drive. I've tagged my colleagues @Lucy_Scope and @Richard_Scope into this conversation, in case they have any recommendations.
If you or your son are members of any Cerebral Palsy Facebook groups, it might be worth asking the question there. I'm part of a Facebook group called Cerebral Palsy Adult Advice UK It's a great space to ask these questions and connect with others who understand.
We also have our
Cerebral Palsy (CP) Network | Disability charity Scope UK which supports the adult CP community.
Wishing your son lots of luck for his upcoming test.
