Can my spouse claim carers element of uc for the same child i get carers allowance for due to me being awarded LCWRA i cant recieve the Universal carers element any longer we do both carers for him but due to my health declining with blindness I can't carry out most of the outside activities but still caring over 35

Your child (or person) can't have two different people claiming Carers benefits. Only one can be paid for looking after them.
Carers Element can only be awarded to the person already getting Carers Allowance.
Because you get Carers Allowance for the child, this prevents your spouse from claiming Carers Element for the same child.
If your spouse is eligible for Carers Allowance, you could investigate him claiming CA instead of you, and subsequently Carers Element.
I'd recommend speaking to a trained benefits advisor to get advice on this
