Hello @vic26
Welcome to the forum. You can only get carers allowance or carers element in Universal Credit if you care for someone who also gets PIP with the daily living component or Attendance Allowance or Adult Disability if your in Scotland.
If its been more than 13 months since the date of the most recent PIP refusal then you'll need to re-apply again. If the date of the last refusal was within the last 13 months then you'll need to continue the process by either asking for mandatory reconsideration or starting an appeal.
You can still re-apply again but you won't become eligible for any payments going further back and if you keep getting knocked back it's likely you will again unless you go to a tribunal where the success rate is 65%.
I hope this helps?
