That is because it is illegal in the UK. Why would you want to drive illegally?
My scooter insurance cost is getting like that of a car, I blame irresponsible drivers.

Colonel Blink is correct here. It's not legal to alter a mobility scooter to go faster than the set legal speed of the vehicle for its class. Most scooters have a limit of either 4 or 8mph now, anything above that needs to be registered with the DVLA and requires a driving licence. Where are you hoping to use your mobility scooter? Is it mostly on roads, or will you be going into pedestrian areas? For example, going shopping or using the pavements to get around.
