I meant the government exercise inspector - who's going to check that we are all doing our daily exercise in order to receive our vouchers (or whatever) ?

Pedometer apps have existed for Smart Phones for many years. That data is what the NHS will use. Participants will have to download the app and agree to giving the NHS some data if they want to take part in this.
I used to use one of those apps myself just out of curiosity. It did only count steps. Not travelling in a vehicle. Had to stop using it recently as my phone is too old and slow to cope with any unecessary apps.
