The DWP does allow email communication as a reasonable adjustment, however from experience of helping people this way, I've found it to be unreliable and involves long delays. They can also send some PIP letters electronically. That said, not every letter or communication can legally be sent by email so it doesn't cover everything either. Unfortunately to request this adjustment you either need to call them or write to them with the request too.

You mentioned your review on 9th September, reviews can't be completed by email. They are still in-person, by video, by telephone or on rare occassions home visit.
