Why moving from ESA to UC causes yearly reductions when rent is paid through UC
Many people who moved from ESA + Housing Benefit to Universal Credit have seen their yearly income fall, even when nothing in their personal circumstances changed. The reason is simple:
Under ESA, your rent was protected.
Under UC, your rent is taken out of your living money.
How it worked under ESA
โข Housing Benefit paid rent separately.
โข Rent increases were absorbed by Housing Benefit.
โข ESA stayed the same year after year.
โข Your living money was shielded from rent changes.
How it works under UC
โข UC gives you one combined award.
โข Your rent is deducted from that award.
โข If rent goes up, your living money goes down.
โข Transitional protection shrinks each year until it disappears.
โข The result is a yearly reduction in disposable income, even if your rent is fully paid.
Why this feels like a โpay cutโ
Under ESA, rent rises didnโt touch your pocket.
Under UC, rent rises directly reduce what you have left to live on.
This isnโt mismanagement or a mistake - itโs a structural change in how support is calculated.
My rent increase this year is ยฃ60 this reduces my disposable income by ยฃ60. To adjust for this cut I'm skipping eating two days a week and eating one meal on the other five days.

Hi @wecandothis. I'm so sorry that you're struggling. I'm concerned about you not eating enough. Have you checked that you're getting all the benefits that you're entitled to? You can use this calculator to check
Have you looked at food banks near you?

Thanks, Rachel. No, I haven't Iโll do that, many thanks. That's very thoughtful.

You're welcome. I'm still concerned about you not eating enough. Have you spoken to anyone about it? How is it affecting you?

I'm not sure. I feel tired, woke up at 3pm thinking it was early morning. No real energy, but I put that down to fighting the last few years of getting the damp and mould sorted out and the living room water dried out caused by a leak from the flat above me.
I have the ombudsman caseworker but they've a 6 month log jam.I've had to self advocate yet southern housing refuse to give me all of the SARs I've requested. Proving the upstairs leak was reported July 2016. Yet they're allowed to increase rent by ยฃ62.
After my partner died I've taken on her dogs, Teddy doesn't eat much Teetoe eats for all dogs costing ยฃ200 pm.
I'm unsure who to talk to GPs seem to be invisible. At 64 the bounce back factor is so bouncy.

Iโm so sorry about the mould and damp issues. Itโs not surprising youโre feeling drained. Iโm glad you have the ombudsman though and I hope they can help you soon.
I would really encourage you to make an appointment with your GP. Could you call them tomorrow?
I sent you an email yesterday, have you seen it?
1 -
No, I didn't see the email. I've just searched spam etc.
I've email my GP privately and phoned his answer to everything is Time To Talk I have included the medical centre , my MP, EHO, SH CEO, SH governance on all correspondence to SH regarding the damp, mould, etc, sent videos and am now on stage two of the complaints after their 5 extensions on stage one. It's taken 6 months and this is under Awaabs Law.

I've sent an email about TP erosion and it's impact on thousands and the government breaching the UN and ECHR, to my MP, Tim Rayment, an investigator and ****-editor at the Sunday Times and, Baroness Grey-Tompson.
For myself, I enquired about DHP.

Have you heard anything back @wecandothis? How are you coping?

Hi Rachel,
Thanks,
I had the DHP turned down. I contacted StepChange,
StepChange has given me two choices: go bankrupt lite or do a DMP.I have thought about applying for LCRWA as my WC suggested over a year ago; the thought of another assessment is too much. Plus, I have no idea how to apply.
Right now, I'm still eating once a day and skipping days.
This UC erosion is an abomination.

If you get LCWRA now, that will wipe out your remaining TP. It may not be worth applying for LCWRA until your TP completely erodes. (Depending on your exact amount of TP).
If you do want to start the 'Health Journey' towards a WCA, you just need a Fit Note from a GP and then add your medical condition to the online UC portal.

@OverlyAnxious Blimey, I had No idea; my WC suggested it. I am on WCA.
After sending months of Fit Notes they told me they didn't need any more.

Any new changes to UC that add more money will erode the TP first. For most people that is the annual rate increases and rent increases. But it does also include adding new elements such as LCWRA.
Something strange is happening with your claim though. You need to keep sending Fit Notes until a decision is made on LCWRA, otherwise it will not be backpaid. You can't be 'on' a WCA as that is the assessment. Are you sure you're not already on LCWRA? Which type of ESA did you have before migrating to UC?

We're going to send you a parcel soon @wecandothis, please keep an eye out ๐

Something weird is happening, yet I cant see what it is. I was on wrag I think it was called. My WC said go for LCRWA. After sending six months of fit notes UC said they're not required.

ooo, now I'm curious ๐

Housing costs were also capped prior to UC under LHA. Its only the very old, decades old HB that wasnt capped.
As an example my rent was not fully covered by HB for around a decade before I migrated to UC. The excess paid out of ESA.
Some areas LHA rates meet market rates, but I believe these to be a minority of areas. They use a too low percentile, and to rub salt into wounds, many years the rates are frozen. Frozen first 2 years of Labour government, last raised by the Tories.
At its peak I was paying ยฃ165 a month rent from my ESA, but I managed to get it down. Hope you ok wecandothis.0 -
Annoyingly, mine has remained static as the rent has increased by over ยฃ100 eroding TP. Surviving is nigh impossible.

Ok, if you were on WRAG before then you will be on LCW now.
There has been confusion over this in the past but if you have LCW and want to move to LCWRA then you don't need to provide fit notes.
Unfortunately, the LCWRA rate was roughly halved this year, down to ยฃ217 a month. If you had applied for LCWRA before April 2026, you would still have been eligible for the higher rate of ยฃ429 a month.
With the current LCWRA rate just ยฃ217, it really depends on how much TP you have left as to whether it's worth applying for it now. Obviously if you get more TP than ยฃ217 then it's not worth moving to LCWRA as your payment will stay exactly the same. And personally I'd say it's probably not worth it unless you'd get at least an extra ยฃ50 a month in payment, which would mean a current TP amount of around ยฃ170.
