I've contacted my local authority. Environmental health are going to pay me a visit and then contact my landlord. Either it will be the start of something good or something bad. Basically the property is in need of a lot of renovation starting with the roof and working downwards. the house is very cold with "broken down" windows a badly fitted front door and a condemned gas fire plus damp and fungus,but apart from that it's lovely.

There's new laws coming into effect in April 2018 which mean newly rented properties have to meet minimum standards in energy efficiency.. By 2020 this will apply to existing tenancies too. Landlords will have to comply or face penalties. You can find out more at https://www.gov.uk/government/publications/the-private-rented-property-minimum-standard-landlord-guidance-documents
Landlords do already have legal obligations with regards to the condition of the property though. Environmental Health will assess the property using the Housing Health and Safety Rating System (HHSRS) and they will take the necessary action if they find serious hazards in the property.
Let us know what Environmental Health say when they've been.
Are you able to keep warm at the moment, do you have an alternative to the gas fire?
