SMI Payments stopping

Hello,
Does anyone know if the date for cessation of payment for SMI benefits set out in Martin Lewis's article - see links beow -are correct? If so, then anyone who is about to be offered a loan instead has longer than until merely 5 April to consider their position than the DEP keeps telling us.
I can't find anything online anywhere. CAB had no idea and the DWP are horribly vague!

Sorry that's not the actual legislation
That's just the government's (very abbreviated) guide. Again this guide tells us nothing about the transitory provisions discussed by Martin Lewis, which actually give people much longer to consider their options than the government keeps telling us

Aha I found it! It's regulation 19 of this statutory instrument:

Martin Lewis was right and we do have longer than until the 5 Apri!
