PIP report - do DWP follow it?

I requested my daughters PIP Assessment so I could start a reconsideration (Been to tribunal twice for DLA) However it came today and has indicated she should get both high rate care and mobility? My question is do the DWP use this for their decision soley or do they use a combination? Rather shocked at this after 8 years of fighting DLA.

    Highly likely that the DWP will follow the advice of the assessor.
    I hope it works out for your daughter.

    I was the entire opposite. Had High Mobility and Care in DLA for 18 years. Had three assessments/re-assessments for PIP in last 5 years and every time the assessor awarded me 0 points. I have had to fight two of them so far to get Enhanced Care & Mobility.

    My DM dropped points the assessor gave. It's a recommendation.

    The decision maker give me exactly the same as the assessor :) 
    i got enhanced rate both.
