advice for tribunal appeals

sorry to ask but wonder if I can make a new claim whilst fighting for an upper tribunal(hopefully!). I dont know if it would be better to wait to see if I have a case as awarded at tribunal standard PIP where as before I was awarded high care and high mobility due to disabilities? Hope people dont mind have been copying things off posts for help!
