new ESA assessment after winning tribunal

I won my ESA tribunal in September 2017 last year.  The judge recommended i not be assessed again for a year. Yesterday 18/07/2018, i received a 'capability for work questionnaire' in the post. I contacted Citizens Advice who agreed it was unusual + said it looks like i will have go through the process again + that it looks like they are trying to push me of ESA [again]. 
Is this a new tactic by DWP? Anyone else experiencing this???

    @barry01 I am assuming you went to tribunal either after being found fit for work or challenging a decision.  The year in theory starts from the date of your claim not the tribunal decision. Besides that although there  is a recommendation  or guideline of the time before you are reassessed again they can send you a ESA50 anytime or ask you to attend a face to face assessment to establish whether your  situation remains the same.

    @ripples - i challenged decision to withdraw ESA [claim was couple of years old at the time]. Its odd however they would seek assessment 8 months after tribunal decision - although i understand tribunal recommendations [unlike tribunal decisions] are not set in law.    I was just wondering how common this was. DWP attended my tribunal [asked one question - didn't challenge decision]

    You can be re-assessed at anytime for ESA.
