Autism, asthma and adhd primary

my youngest had a diagnosis of autism, severe brittle asthma and we're waiting for the diagnosis of ADHD.
He's starting school in September albeit part-time as his school isn't willing to take him on a full time basis due to the severity of his asthma.
We applied for an ehc plan but they said there wasn't with educational evidence.... He's been in hospital so much and has previously been to PICU a few times (I'm super grateful that educationally he's where he should be all apart from phonics) they said there wasn't enough to warrant an assessment.
Has anyone else been refused an ehcplan with an asthmatic, autistic child and been refused a full-time school place because of severe asthma ?

he's started school now, he goes until after lunchtime with a one to one LSA but school have no funding for him so have taken it from schools budget but there's literally no More they can allocate him.1 -
And who has said 'no' to an EHCP? Have you tried applying yourself?0

Education authority said no. Nursery applied for one, they said categorical no to even assess him.0

Ah, ok. Has it been 6 months? Try again. Apply yourself if needs be. And go to appeal if they refuse to assess again. It sounds as though he desperately needs an EHCP - it's not just about education, but Health and Care too - and if his health needs are impacting on his care and education...
