Trolly wheels

My 92 yr old mother loves walking with her trolly along the sea front, but the uneven surface and resulting vibration has left her with chronic pain in her hands and arms, which is worse at night - she Akers up every hour. The doctor has increased morphine patches, but to no avail.
Is it possible to change the wheels and suspension so that pushing the trolly is smoother? Does anyone sell spare parts or trollies suitable for outdoors?
