I was on JSA until it migrated to ESA in 2014. Could I be due a rebate?

Can anyone clarify who is actually due a rebate i was on jsa till it migrated to Esa iin 2014 i called up about a year as i wasnt entitled to apply for a Budgeting Loan because the put ime in contribution based which i found strange as i havent worked from 2011 to this day i am still in contribution which i am part of a support does anyone know if i could one of the ones due anything many thanks

    Is the rebate you mention regarding the recent ESA underpayments that were announced recently? 

    If so, the Government has published a document on the ESA underpayments which might be of interest to you. They say:
    "Largely between January 2011 and October 2014 some people receiving Incapacity Benefit and Severe Disablement Allowance had their claims converted to contributory ESA. However, the possibility of whether they may also have been entitled to income-related ESA was not considered for all cases. This means they may have missed out on the payment of premiums, such as the Enhanced Disability Premium."
