change to your award of benefit

i have received a online statement saying We have changed your Housing Benefit from 02/04/2011 because your benefit has been
calculated on an incorrect rent,the statement continues with a break down of my entitelment from above date to now,i do not have a old statement to compare them,i realize this could be a over payment but could it also mean a under payment as it does not mention this.

    It could mean either. You'll need to ring them tomorrow when they open, if you don't understand the statement.
