PIP isn't awarded based on a diagnosis, it's how those conditions affect your ability to carry out daily activity based on the PIP descriptors. Lots of people claim PIP for the way these conditions affect their functional ability but you can't compare 2 people because we're all affected differently.

If you're her appointee then you'll be able to answer the questions on her behalf, if not then she will have to answer them herself.
