New blue badges for mental impairments or illness

What does everyone think of this? Does anyone know who is going to be eligible yet? Is it only for certain people as it said on one website the council wherever you live decides like a pick and choose by the sounds of it????

Hi, The new rules come into affect on 30th August 2019.To automatically qualify under following and planning a journey then you must score 10 points for activity 11E. Any other descriptor will not automatically qualify you. If you still don't automatically qualify then it's down to each individual local council.Taken from this link. http://www.legislation.gov.uk/uksi/2019/891/made(g)receives the mobility component of personal independence payment at either the standard rate or the enhanced rate under section 79(3) of the Welfare Reform Act 2012(5), and, in an assessment carried out under the Social Security (Personal Independence Payment) Regulations 2013(6):
(i)obtained a score of at least 8 points in relation to the “moving around” activity; or(ii)obtained a score of 10 points in relation to the “planning and following journeys” activity on the grounds that they cannot undertake any journey because it would cause them overwhelming psychological distress.”;I would appreciate it if members wouldn't tag me please.
