    HI,

    You need to have made 25 posts to be able to private message anyone.

    Whilst you can post PMs at level => 25, can you post them to others at a level lower than 25?

    You can't send private messages at all until you've reached 25 posts.

    You can receive private messages with less than 25 points and reply to the sender, but you can't create new conversations.
