If I had not permitted the DTR to defer the tribunal and if the tribunal found in my favour saying I should not be reassessed for 24 months, which happened at a previous tribunal, the DWP would not have to adhere to the ruling by HMCTS?

Resident joker - not to be taken too seriously ¯\_(ツ)_/¯

No, DWP do not have to adhere to that timescale. That would be just a guide and you can still be re-assessed anytime from 3 months.
I would appreciate it if members wouldn't tag me please. I have all notifcations turned off and wouldn't want a member thinking i'm being rude by not replying.
If i see a question that i know the answer to i will try my best to help.
