Using first person (I) or third person (he/she) when filling in PIP form for someone else.

Hello,

When filling in a PIP form for another adult, should I write in the first person as if they were writing it themselves eg. “I can’t read because I can’t see” or third person as though someone is writing about them eg. “John can’t read because he can’t see”. This is the actual form questions 1 to 15, not the supporting documents.
