    The UK government is accelerating the development of robots in the benefits system in a digitisation drive that vulnerable claimants fear could plunge them further into hunger and debt, the Guardian has learned.The Department for Work and Pensions has hired nearly 1,000 new IT staff in the past 18 months, and has increased spending to about £8m a year on a specialist “intelligent automation garage” where computer scientists are developing over 100 welfare robots, deep learning and intelligent automation for use in the welfare system.

Together, our reporters in the US, Britain, India and Australia have explored what amounts to the birth of the digital welfare state.Their dispatches reveal how unemployment benefits, child support, housing and food subsidies and much more are being scrambled online. Vast sums are being spent by governments across the industrialized and developing worlds on automating poverty and in the process, turning the needs of vulnerable citizens into numbers, replacing the judgment of human caseworkers with the cold, bloodless decision-making of machines.

    One in three councils are using computer algorithms to help make decisions about benefit claims and other welfare issues, despite evidence emerging that some of the systems are unreliable.Companies including the US credit-rating businesses Experian and TransUnion, as well as the outsourcing specialist Capita and Palantir, a data-mining firm co-founded by the Trump-supporting billionaire Peter Thiel, are selling machine-learning packages to local authorities that are under pressure to save money.
