I know not ideal but have you considered ear plugs although they may not cancel put all noise they should definitely reduce it enough for you to get some rest.
Also have you put in a complaint about the man who lives below you and if you could maybe record the anti social behaviour from him e.g the noise. On your mobile or any other recording device this may help to escalate your complaint further and some action may be taken .
