Permits

I was wondering if anyone knows the law on people living in a block of  housing association flats  where the communal area must be kept free of keeping anything under the stairway space that is a fire hazard ,we all abide by these rules but 1 gentleman refuses to abide this rule and keeps his mobility scooter under the stairs saying he has a permit to allow him to do this ,the other tennant s and myselfe are afraid that this is a high risk in case of a fire it would prevent us from the exit if the fuel caught on fire we only want to know if this story of him having a permit can be lawful after what happened after Grenfell when the new fire hazard laws changed.thank you.
