Why didn't they give my son his DLA tribunal decision on the phone? Will he be refused?

Good Morning, My son is 28 he has been on dla since he was little, he has ASD,ADHD,short term memory,dyslexia and ocd,He had his tribunal today and it only lasted 15minutes,only asked a couple of questions,And then said he will hear in a letter.
My question is, why didnt they give him his decision on the phone?
Does that mean he will be refused ?
Thankyou for any advice, As his anxiety is threw the roof, And even his medication for adhd isnt helping him to calm down.
And i havent got the answers for him.
