Hi, what benefits would someone on a New Enterprise Allowance (NEA) scheme be entitled to?

I work for mental health recovery and support team in a NHS trust as an Employment Specialist. I have a client who is on the NEA scheme has registered his business as a sole trader and he wants to receive benefits (He is currently on ESA ), for 6 months so he plow money into the business so he can buy tools and equipment. The DWP are confusing him saying he can't have money in his business which are operating cost etc. has anybody got any advise?
