If you receive a decision letter without a prior phone call/bank payment, will it be a rejection?

Is it wise to presume that if you get a decision letter through the post one morning, having NOT previously received a telephone call OR payment into your bank account, that the decision letter will be a rejection?
Because i would have thought from the moment PIP award you what you're entitled to, it would be wired through to your bank account immediately - the letter itself takes 7-10 days to arrive snail mail.

It is often the case you get payment before letter but not in all cases
the payment needs authorising maybe sent to debt management first or clearing in your account -
