Engaging with others face to face. 8 points?

Hi all
I just have a question im confused about. The only people i  can engage with face to face with without overwhelming distress, are my parents and siblings.

 In my pip decision mr letter, the dm stated i can engage with close family( parents and siblings) which is true on most occasions without being overwhelmed.  My question is do they have to look at all forms of engagement, not just very close family, is this a justified reason not to award 8 points? Because i can engage with my parents and siblings  . When it comes to anyone else i am always overwhelmed and and completely avoided it for over 4 years now.
