MR decision full of emojis

So this is my decision letter from a UC mr I submitted recently. Are they having a laugh? 
I’m aware this could be how my phone, a Samsung, is reading the letter header but if that’s the case it is an accessibility issue surely?
I only use my phone to access my UC account and don’t have any other option so how do I tell what text was meant to be here? Or if it was indeed just a decision letter full of emojis?

Presumably some sort of coding issue - I wonder whether it only happens when viewed on certain devices/platforms.0
