Uncertain about tribunal

Hi all,
I have had a MR turned down but have retained the standard daily living and mobility. My mobility is difficult and I am in chronic pain permanently.  I can drive but not when I am in a lot of pain but the assessor has said that as it takes strength in upper and lower limbs to operate a car and I didn't supply any medical reports, they are leaving it as it is. 
I live on top of a hill in quite a rural area and can't walk up or down the hill to the bus stop even with walking sticks and am too unsteady to climb on and off buses, neither can I afford the cost of taxis to appointments etc., I have just missed the deadline of 28 days to apply for a tribunal but my question is can I apply before I get a medical report from my doctor or does that information have to be sent with the application? 
Could anyone give me some advice please.

    You have 13 months to request the Tribunal and not 1 month. They won't refuse your appeal because you're outside the 1 month.
    When you request it you just need to put a brief reason why you're appealing and that's all you need for now.
    A medical report as evidence, is only going to be useful if it states exactly how you're conditions affect you and it's unlikey to say this. It will only tell them to basics like diagnosis, medication etc etc. Your Doctor does not spend any time with you to know how your conditions affect you, unless you tell them and this isn't evidence.
    What you need is a couple of real world examples of what happened the last time you attempted that activity for each descriptor that applies to you. Include information such as where you were, what exactly happened, did anyone see it and what the consequences were.
    For the mobility moving around part, what they consider is walking outside on level ground. Hills, getting on and off buses are not included in this activity. Not being able to afford the cost of a taxi is not relevant either.
    What you should do is get some expert advice before going any further to check that you can score the points for a higher award. If they agree you can and you can get representation then even better. Start here. https://advicelocal.uk/
