How do I get appointeeship?

I will be very brief to begin with.
The local council is still paying the old care home my adult daughters funding! she has been home for nearly a year and they said they won't back pay. They also are insisting that once it's sorted I use Money works plus etc to control the money but I refuse after all the drama I've been through trying to get back appointeeship for 6 years!!! Anyone out there who has child at home 24/7? How do you work out payments? I think Direct Payments are good for services but DLA and savings I think I should be in control of- for ease!
