Loss of balance due to stroke and c o p d

Purchased an E bike with full throttle function to help regain my balance and to get from a to b that my mobility car or any vehicle can't go, would i have to declare that it is used only for health reasons (balance and copd ) and not as every day transport, my circumstances with copd will only become worse over time and is an incurable disease and baring in mind that ebikes or pedal bikes are not seen as aids.
