PIP Reconsideration - how - why - if ?

I am still waiting on the results of my 3 month old application for a regrade from my 15 years of receiving DLA to PIP and wondered whether when I finally do hear - if it does not go the way that I hope (and to be honest - EXPECT) - Whether I should go through the reconsideration and appeal process.
This got me thinking and I wondered exactly how DWP could "downgrade" anyone from a less than maximum claim - or whether this is just a toothless threat - designed to put people off appealing ?
I mean - if someone has been rated as unable to walk - but able to look after themselves - and you appeal - surely, DWP can't suddenly say "we made a mistake - you CAN walk after all" and still can look after yourself - so zero PIP ?

    I see no point in jumping to any conclusions until the decision on the PIP has been made. An assessment is likely anyway as most have them.

    We will have to wait and see exactly how (or whether) I will be assessed - hopefully a paper excercise. You can't jump to conclusions. Since I have already been told that a phone assessment will not happen and, presumably face-to-face are not happening at the moment ?
    Doesn't leave many options

    My understanding is that some assessments are being done face to face but they remain a small proportion.
