i live with my mum who claims pension I currently get ESA contribution PIP standard daily living and enhanced mobility

It depends on your local council as eligibility is different for each local authority check out their website for information0 -
There are two different schemes. There are Council Tax discounts for which there are national rules, see here
https://www.citizensadvice.org.uk/housing/council-tax/check-if-you-can-pay-less-council-tax/
There are also Council Tax Reduction schemes (also referred to in the link above). If your mum is the the person named on the Council Tax bill she would apply. Rules for pension age claimants are set nationally.
If you are named on the bill you could also apply but as a working age claimant you would be subject to rules set by your local authority.
