I think this only applies to those that claim free school meals for their children. Newspapers shouldn't be relied on for information like this because very often it's either not true or it only applies to certain people.

@Amberpearl looks like there is the Household Support Fund- if you put that into google it should come up with a page from your local council, it did for me. You can apply for food help, bills, white goods, furniture etc.0
