PIP advice

I haven't been back in the UK for 2 of the last 3 years, does that automatically stop me for applying for PIP?
Is there any special circumstances that gets around the time frame exclusion?
I'm recently LCWRA awarded

    In general to be eligible for PIP you must have been in Great Britain for 104 weeks (two years) out of the last 156 weeks (three years).

    The 104 weeks need not be continuous.

    The exception is that the past presence test is not applied if the claimant is terminally ill.

    I know you mean weeks, not years.
