Can you be refused an appeal?

I'm going for an MR and wondered is it useful or sensible to say - take me directly to appeal because that's where we're heading. Save yourself some time and costs and don't waste my time with an MR if it's not got any chance (a very small) of being successful.
Or am I completely off bat. Or batty? The latter I expect.

You can't request the Tribunal without first going through the MR process. There's no costs to save because it doesn't cost anything to appeal a benefits decision.
