Hello Have submitted my PIP MR over the phone . Have tried numerous time to request a copy of the assessors report . each time the line is either engaged or it cuts me off half way through the call. Is there any other way to request the report? also Is the Statement of reasons only available after the MR decision .

Statement of reasons is only available after a Tribunal decision. It will be the assessment report at this stage. How you do not need this to request the MR. If it gets to Tribunal stage (most likely it will) then you will receive this in your bundle.
Ideally you should put the MR request in writing, as advised on your other threadX0 -
Thankyou Yes you did advice me to me do to this in writing . i only rang the DWP for some information on the decision and the advisor logged it on the system that i have requested MR .
Then had phone call to go through the discriptors that i either agree or disagree with . i do have some medical evidence to send and will add a letter to say where i disagree the decision makers comments and assumptions .( Politely but to the point).0 -
