I'm afraid i can't give any advice on CTR because all local Authorities have their own rules.

I use to be a Council Tax Officer. Council Tax Benefit was replaced by Council Tax Support (Council Tax Reduction). Unlike CTB which was a DWP benefit administered by the Local Authorities. The Councils were given their own funding to develop their own schemes. It is best to contact your local authority to get advice on how their scheme works.1

I’m on full disability and get full discount on council tax. How would this affect me if I take on a lodger in a council house.

If you're currently claiming single person discount you would lose that. For anything else then I'm afraid I can't advise because all local authorities have their own rules for CTR.
