Hi sent in my pip review form in February and have received a couple of texts in the meantime stating that they still have my form etc. Today I received a text saying your pip review is complete you should receive your decision in 2 weeks is this a positive or negative text..

It doesn’t mean anything other that what it says in the text. Although it says not to ring them, you can ring them anytime to ask what the decision is and they will tell you.
