When does adult services kick in?

Hi. My daughter is 17 1/2...her transition social worker is telling me that we have to wait until she is 19 for residential though everywhere I read it is from 18yrs. I feel like they are pulling a fast one on us - social worker knows i'm barely coping.... From what age, legally, should the council fund a residential placement at an agreed facility/home? She needs 24/7 support so there is no question as to if but when.

Is your daughter in education at the moment and could this be the reason why she won't be going into residential care until she reaches the age of 19?
Does she have an EHCP?
Which local authority are you under?
