Do I need to turn the chair on - to charge it?
I have read the instructions manual and if doesn't say.
But the power meter lights only flash when it's turned on.....

How do I know when the batteries are fully charged ?The chairs "curved" led display appears to flash sequentially no matter what the state of charge is ...0

There's usually a light on the charger that goes from red to green, the latter meaning it's charged.Just to add, I always charge mine when it's off too.1
