Desperate help with roof and stove

Hello my name is Jody I currently care for a sweet young lady that is severely disabled and lives with her momma. Many rooms in the home have large holes in ceiling that water pours in. They currently live on the girls income from state. I am inquiring on who she can call for help. Plus her gas stove oven isn't working. The sweet girl is a tube feed and on occasion we can feed her puree but difficult for her momma to cook without oven. Can someone please help
