Hi
Couple will be moving over to UC.
One of who receives PIP- and has a carer who receives carers allowance- their mum.
Would the partner be able to claim carers element as they also provide care for their partner.
Would the mum who receives carers allowance see a drop in their carers allowance if carers element is also being claimed

No, the partner will not be able to claim carers element because the mother is claiming carers allowance. Two people can't claim for the same person. This applies to both carers element and carers allowance.
