Carers element

Hi,
Is it the uc carers element recipients responsibly to update changes to their circumstances that might effect their caring responsibilities. Or is it the cared for persons responsibility to inform uc of their carers change of circumstances that may affect the other person's carers element.

So if they didn't notify a change of circumstances in their health as a carer it's their fault, am I correct in thinking this?.

As long as they are still providing at least 35 hours of care per week then it will be fine. It doesn't need to be physical care either.
