Private Messages aren't screened. I think like all websites the administrator or owner could access them if required but they are not screened. If you have issues with a PM you can report it to the team by email or sending us a message.
Here's a link to start a new private message but I'll write a guide below too.
To send a private message you would go to the little envelope icon on the top right corner of your screen. It's the second one from the right between the bell and your profile picture.
When you press this you should see a pop-up with a little pen and paper symbol, press this and it will take you to a new message page.
From there, you would enter the username of the person you wish to send a message to and then type your message.
