Now in my own case I'm somewhat peeved at my HA at denying me battery installation to keep my dialysis equipment running IF there is a power cut..
I was willing to pay for it myself and with solar powers it makes a lot of sense..

No, not at all, at least not in the way you're thinking. Power cuts can be more common in Winter months due to the weather, winds, heavy rain and also snow can all contribute to power cuts.

They have more robust power networks..…
USA does not have a national grid, they have smaller seperate independent networks
I assume that this because of the distances involved and Canada will be the same
Russia does not have a national grid either.
