This could mean that retired people are eligible for pension credit and in turn the Winter Fuel Payment even if their income is above the threshold.

I am in receipt of Attendance Allowance due to disabilities and wonder if I am eligible for Winter Fuel Allowance. Thank you.

Unfortunately it won't. You must be claiming a means tested benefit such as Pension Credit. See link.
