Can I get help for emergency transfer due to mental health and overcrowding

My housing issues I have 3 bedrooms 1 19 year old. 2 teens with different series of mental health issues that requires them needing their own rooms plus 2 younger children that get upset with raised voices. Arguing and tantrums. The youngest won't detach from me at all. Iv always had issues with neighbours that highlighted I'm classic coun il but. My house only rented 1 on road so they basically pay my rent to ruin the street. My kids get verbal abuse from neighbours n their friends av for years now. The neighbours hVe caused police to smash threw door atleast 10 times, had windows smashed, pop their balls, had my kids subjected to being bullied extensively and yet no1 will seem to take us away from the mental torture we've bin through now since b4 covid even began
