Dealing with HMRC as a non speaker

Has anyone managed to sucessfully resolve a NI credits problem with HMRC using Webchat ?
According to their extremely unhelpful website :

"The Extra Support Team can only help you if you have a question about:

  • PAYE
  • Self Assessment"
I was wondering how I was supposed to find an answer to a question concerning how I pay HMRC for missing NI - When I don't have a bill and hence NO reference number ?
I am unable to send them a cheque because I have no reference number and feel that if I used the royal mail - it would either get lost or would never arrive
There must be a way of paying online - with no reference number

    Have you tried 'social media' Twitter etc?  There Twitter states the following 'We can help with general queries about HMRC products & services. Monday to Friday 8am - 8pm and Saturday 8am - 4pm. No personal info please.

    Thanks - Yes "general" advice - I am looking for specific advice re missing NI credits !
    They don't even allow me to quote my NI number
    I did try "CHAT" a few weeks ago and was given incorrect info regarding a link that I was supposed to use - and that simply took me to a webpage telling me that I had to pay... no actual solution
    It is simple to pay class 2 contributions (Self employed) on line
    but NOT class 3 - which I need

    Write to them, get Proof of Postage. (If it's the wrong department, they will pass it on).
